2. Overview of Body Armor. The purpose of this overview is to provide a broad introduction to the nature of ceramic body armor plates and helmets as used by many U.S. servicemen and women; the medical basis for determining the relationships among body armor, blunt force trauma in humans and the testing of body armor; and techniques used by the U.S. Army to test the effectiveness of body armor. BALLISTIC TESTING METHODOLOGY. The helmet ballistic testing methodology has been derived from existing body armor testing methods. The methodology for ballistic testing for body armor follows from testing done in the late s by Prather et al. () that, however tenuously, connects the current body armor methods and the test measures to some evidence of injury (NRC, , ).   NIJ body armor testing is flawed and does not adequately assess the protective qualities of soft body armor. These problems have been known for quite some time. For example, the U.S. Congress, Office of Technology Assessment (OTA), published “Police Body Armor Standards and Testing”, a two volume critique of NIJ armor testing 16 years ago. Inside are two thick-walled rooms – one to test soft body armor against an array of pistol bullets, the other for testing rifle-plate inserts. The rifle room is longer, but the set-ups are similar.

H.P. White developed many of the ballistics resistance standards, processes and methods used today to test body and vehicular armor for a full scope of applications (law enforcement, military. The Practice for Body Armor Wearer Measurement and Fitting of Armor will help ensure proper measurement and fitting of body armor to obtain sufficient coverage of the torso and vital organs while allowing the wearer to have full range of Specification for Preparation and Verification of Clay Blocks Used in Ballistic-Resistance Testing of Torso Body Armor provides a standardized.   An initial test in three cities determined that the vest was wearable, it did not cause undue stress or pressure on the torso, and it did not prevent the normal body movement necessary for police work. In , an extensive field test of the new Kevlar body armor was conducted, with 15 urban police departments cooperating. Through scientific research and independent testing, the NIJ is responsible for the successful implementation of police body armor that has saved at least 3, LEOs. With its success in creating police body armor, the NIJ has created a comprehensive list for ballistic body armor for LEOs and the United States military.

The Home Office has published test standards to assess the performance of body armour for over two decades dating back to In the intervening period, much has changed both operationally and from an engineering perspective in the ability to produce test methods that are more representative of the operational scenarios faced by end-users.

Police Body Armor Standards and Testing, Vol. By United States. Congress. Office of Technology Assessment. Abstract. This report discusses the standards for body-armor.

The report describes the origin of the standard, the rationale for particular provisions, and the main points of controversy, which concern acceptable risks, the validity.
